What Is The High-Velocity Hurricane Zone?
The High-Velocity Hurricane Zone (HVHZ) is a Florida Building Code designation covering all of Miami-Dade County and all of Broward County — including Fort Lauderdale in full. It isn't a general "hurricane risk" label; it's a defined set of HVHZ-specific provisions within the Florida Building Code that apply only to these two counties.
Palm Beach County is not part of the HVHZ — it falls under a separate, less strict Wind-Borne Debris Region designation instead. The stricter HVHZ rules exist because Hurricane Andrew (1992) exposed widespread roofing failures across South Florida, and they still govern every roof replacement and major roof repair in Fort Lauderdale today.

What HVHZ Compliance Actually Requires
The core mechanism behind all of this is the Notice of Acceptance (NOA)system. Unlike the rest of Florida, where a statewide Florida Product Approval (FL#) is generally enough, roofing products installed in the HVHZ need an NOA issued by Miami-Dade County's Product Control Section. Earning one means the manufacturer has submitted engineering documentation and passed the required wind-uplift and impact testing for that specific product — and every approved product carries a permanent label with its NOA number so it can be verified on the job site.
Which Roofing Materials Meet HVHZ Standards
Every major roofing material can be installed to HVHZ standards — but only when the specific product and installation method carries a valid NOA. Not every version of a given material qualifies.
- Metal roofing — mechanically-seamed panel systems with NOA-rated fastening patterns are among the most common HVHZ-compliant choices for Fort Lauderdale homes.
